The cards would be sold to students who would be able to use them for the next year.
In order to sell the cards I would find a club or organization on campus who would want to sell them as a way to raise money for they’re club or for some charity.
Cost to student- $10
Organization who sold it would get- $2
I would make $8 (some would cover the cost of the card- gas production printing, the rest would be profit)
Should I charge the businesses to be on the card or should it be free for them.
The draw for the businesses would be free/cheap advertising as well as customers who by saving a few bucks will probably spend a few more.
any other ideas?

well good idea but dont make it free for the buisnesses as it is advertising, you wouldnt give away billboard ads for free! Selling them through Student Unions is also an ok idea. But you could also sell them through the buisnesses taking part or sell them through stalls/booths at the uni or SU. but search google for student discount cards and see how they operate and take it from different perspectives. i.e if you were a buisness how do you get on the card or if you want a card how do you get a card etc. o and you also need to research how to make sure theses people were stusents

Its a good idea I would charge more for the discount card or else charge for the business at least, that is how advertising works. Plus you may want to look into making a window decal that the advertiser/businesses can put in their window to attratct more customers. Vista print is a pretty affordable company to make fliers & books. You can also have the vendors sell the cards for you.
Check this site out it sound similar to yours but can be used everywhere.
