Because you have to prove that you are of age. You can always go to walmart get a prepaid card with just a dollar on it to prove you are old enough.

    they are all scams

Because they are all scammers and want to sell you something first, or ask for a sign-up fee, etc.

Unless you find one that doesn’t need your Credit Card number to sign up with them…. you haven’t found one that is actually legit.

They aren’t free regardless of any other answers. Some portion may be free, like signing up, but then there may be a monthly membership fee that is is small print hidden somewhere in their web site. The credit card number is not used to prove your age. It’s to get money from you. Call it SCAM!!! especially if the web site lack details about their product or service.

Send me money and I’ll tell you how to set up your own on-line business. This is how it’s done! You flood the internet will “Make money with your own on-line business telling people to send you money and you’ll tell them how to set up their own on-line business … and so on … and so on …”

Maybe some are legitimate, but how can you tell unless you do extensive research.

Their whole goal is to get into your savings or your credit. They don’t really offer any “work at home” jobs because there are no “magic” jobs that pay you for doing nothing but sitting at home..
